In the immortal words of Barbara Walters upon discovering that Herman Cain dreams of being Secretary of Defense:  “WHAT???” [ ComedyCentral ]  This, from a report on the appropriations negotiations in Congress: “According to the AP, Republicans dropped their demand for restrictions on people who visit or send remittances to relatives in Cuba, and Democrats gave up on an effort to pass energy efficiency standards for lightbulbs.”  [ Las Vegas Sun ] Actually the standards were enacted as part of the Energy Independence and Security Act of 2007, and signed into law by former President George W.
